The feisty Rose Gooding (Jessie Buckley) has little in common with the devout Edith Swan (Olivia Colman), except that they are neighbors in the English seaside town of Littlehampton in the 1920s. One day, Edith and other residents of the town begin to receive obscene letters, and suspicion immediately falls on Rose. Scotland Yard is investigating, and Rose is even in danger of losing custody of her daughter. While the scandalous letters continue to haunt the town, only police officer Gladys Moss (Anjana Vasan) suspects that something is wrong and Rose may not be the culprit after all...
